If it's in the UK suggest you go to the Companies House website www.companieshouse.gov.uk., You do not need an accountant to register as a company although one of the Forms (Form 12) will have to be sworn in by a Commissioner for Oaths or Notary Public, or Justice of the Peace or Solicitor. You will however have to file annual accounts and you may well need an accountant then.
